What bulbs to use in angel eyes - except for HIDs

Am looking at Angel Eyes for my MK5, however, I know the simple answer to what bulbs to use ... HIDs. However, what with new MOT laws coming in soon, don't want to go down the HID route.

So, question is, what bulbs to use in angel eye headlights that are powerful enough to still give off enough light?

If a MOT tester is going to notice HID's they are also going to notice brighter bulbs

HID's are already illegal but i've never heard of anyone being done yet

Now my question is, the new ruling then, is it making HIDs illegal, or does it make any brighter bulb illegal?
