How have you managed to set your actuator with 4 threads either side?. At the thread end towards the battery tray you want to have between 3-4 threads showing on your actuator rod. Recheck all of your hoses to make sure you haven't got a boost leak.

are both nuts tight up against the the wastegate?

bottom should be about 3-5 threads from the bottom and tight against the wastegate and the top nut should be tight agains the wastegate so that when the actuator closes or open so does the wastegate!

maybe its your boost control sensor?
try taking it off and giving the electrical connecters a clean with something like wd40 or brake and electrical cleaner
