    Brand new VXR turbo noise?

Ive just fitted a new VXR turbo, primed it and took it for a test spin. whilst out i noticed a very obvious siren whine noise only whne the turbo is kicking in. Ive heard of such noises indicating that the bearing or impellar is ***ed. My dad spoke to a Vauxhall mechanic who said its normal??
    What do you guys think?

    thanks for your help
