Fuel smell on Mk4 - I hope I have found the problem

So, just bought this car. Spending far too much but getting it straight.
Anyway been having a strong of fuel so I just followed my nose. Nothing near the bonnet nothing down the drivers side but got a whiff on the passengers and having looked on some of the threads here I checked the fuel filter .........

The dark bit on the support bracket is fuel ..... and the outside shell of the filter is damp, I think it's porous.
    Time for a filter change.

hard to say. cheapest way to find out is to do the fuel filter and see if the underside gets wet with fuel again.

The fuel stains I think are definitely running from the filter. It feels rotten to the touch but I was wondering about the rust on the 3rd pic. The skin feels a bit thin, I don't know how a tank is supposed to feel.
