with great fun!! I had to do this to mine.

If you can remove the seat. Pull all the stopers off from the back, then you'll have to strip the covers off. You'll have to be rough cause they're tight. The mech is behind the foam. You'll see a bolt on the back that releases the reel. Bear in mind that too replace it you'll need to remove the seatbelt bukkle as well cause its connected. I take it it has got stuck, if so you'll have one hell of a job fixing it. I killed mine in the end. The easiest thing to do to get it through an mot is to just cut it and hide the bukkle under the seat.

It will be one of the safety interlocks that is faulty. There is one down on the hinge at the 60/40 split & one up on the latch at the top.
These are connected back to the reel by cables, they lock the reel up unless the seat is in an upright, secure position.

If they're broken then it's replacement time.
Not cheap either, complete assembly is well over £100 from Vauxhall.

Sometimes if the seat isn't slammed locked properly it doesn't lock the latches enough for the middle belt to operate.

Try and release the seat and slam it shut a few times, worth ago mate.
