I bought a coupe turbo with 93k on the clock. . in my experience i dont have a problem with higher mileages as long as they have been looked after. . mine has been fine and reliable. . gave it a service as soon as i got it and never missed a beat so far. Saying that i it did have a new urbo on when i bought it.

i wouldnt class 70k as high mileage at all
you could buy a 30k miler which hasnt been serviced or looked after and have problems.

id factor in the cost of a new turbo ragrdless of mileage at some point or another on a turbo motor also cambelt too

70,000 isnt high mileage if looked after and like has been said if the turbo has been changed then all should be well...its quite easy to tell how well the turbo is by leaving the car running for a bit to get up to temp then looking out for smoky exhaust....give the throttle a blip too and see if bluey smoke can be seen...sure sign of turbo going or engine wear...
also take it out for a nice drive when warm and see how smooth the power delivery is
