    Fueling issue??

Our Astra 1.4 16v, Cranks but wont start.
Is the fuel rail pressure regulator fauly???
Fuel rail pressure regulator is very noisy ,sounds like a running tap or a babbling brook. I think its leaking fuel back to the tank when it should'nt.
I know that its job is to dump excess fuel back to the tank, but I've never heard one this noisy plus ive watched the fuel returning by lifting the excess panel on the tank.
And there is poor pressure at the release/shreader valve.
I replaced the fuel pump relay about 18 months ago becouse it had stopped closing.
So i have bridged the fuel pump relays large contacts and it stiil wont start.
I will check the injector pulses and the coil firing signals tomorrow when i have my logic probe.
Is the pressure regulator nornally this noisy? I've not noticed it before.
And I replaced the fuel filter last year as part of the sevice.

today i checked for spark and injector firing pulses, they are all there. I put a test lamp at the pump and engine component side of the fuel pump relay and i lights up as expected. fuel pressure is still poor at the rail valve. it has to be the pressure reg I doubt its a blockage and i changed the filter recently. Ill be looking on GSF's sit for a replacement FP reg.
I read the thread and did a "paper clip test" to read the fault codes which rendered me confused as the codes returned do not correspond to the conversion codes.
    as follows;
    10 2
    3 10
    1 2
    3 1
    10 4
    4 3
    1 6
    1 2

its a 1998 1.4 16v dohc multipoint injection, so should have the GM multec s EMS.
the fuel pump sounds lively so ill change the FPR.
