should console lights be on all the time?

Basicaly the question is in the title.
When I got my 1997 turbo diesel astra the centre console bulbs had gone so I replaced them, but they are on all the time is this right? I thought they would only come on when I switched the lights on. If they should be off when the lights are off can anyone suggest a fix?
    thanks in advance.

With your car being a 1997 that will be MK3 shape right? If so then yes they are always on with the ignition on
