mk3 astra 1.7d rev counter fault

Can anyone help on this the problem i'm having, its when you first start the engine the rev counter just stays at around 1 thousand revs and does not move at all when pressing the throttle, then a coupe of miles down the road it will jump back to life as normal, anyone know what could cause this. Thanks
