Cleaning tyre paint off bodywork ?

My Astra has recently come back following accident repair. To make it look "nice" they used tyre paint or something similar on the tyres, wheelarch liners, body rubbing strip and plastic sills. This was sticky for a few days so obviously became blackened by dirt but also ran all over the alloy wheels and lower doors.

I've washed the car twice with conventional shampoo (Triplewax) but can't get the black sticky stains off the bodywork or the wheels. Using wheel cleaner (Wynns) I've got the alloys clean but I'm wary of using that on the bodywork.

I'd appreciate advice on how to get rid of this without damaging my paintwork.
